The U.S. Securities and Exchange Commission has proposed Regulation Crypto Assets, a new rulebook aimed at giving crypto firms a clearer path to raise money legally.
The plan lands as Bitcoin, Ethereum, and XRP all show mixed price action this week.
This move builds on the SEC's March 2026 guidance. It tries to balance easier capital raising with investor safety, something the crypto industry has asked for since 2018.
The rule includes two new exemptions from standard securities registration.
The first lets companies raise up to $5 million once every four years. The second allows up to $75 million every 12 months, but with more reporting and financial disclosure attached.
There's also a safe harbor rule. If a project finishes or drops all its promised development work, it may no longer count as a security under federal law.
SEC Chairman Paul S. Atkins said the plan gives "crypto asset entrepreneurs and market participants with clear pathways to raise capital under the federal securities laws."
He added that the rule fits into a broader Commission strategy while Congress works on its own crypto framework.
The proposal would also block state-level registration rules for offerings made under this new federal exemption. That's a big deal for smaller projects that couldn't afford separate state filings before.
Public comments stay open for 60 days after the rule is published in the Federal Register.

Bitcoin bounced off the $62,500 to $63,000 zone on the 4-hour chart. It's now testing resistance near $65,000 to $65,200, where a descending trendline meets the upper Bollinger Band.
A clean break above that zone could send BTC toward $66,000 to $66,500, with $67,000 as a further target.
If sellers step back in, BTC may slide back to the $63,800 middle Bollinger Band, then toward $62,500 support. The RSI sits near 59, showing modest momentum without overbought conditions.

Ethereum is trading in a narrow band between its 50-day and 100-day moving averages, while the 20-day average offers support from below.
The 100 EMA near $1,919 to $1,930 is the key wall for buyers. A firm close above it could open the door to $2,000, then $2,050 to $2,120.
A drop below the 20 EMA around $1,891 could send ETH toward $1,870, or even $1,800 to $1,820 in a deeper pullback.
XRP is building a base near $1.00, with the $0.9766 level acting as a key floor.
Holding that zone could push XRP back to $1.01 to $1.04, and a stronger move might reach $1.10.
The $1.10 to $1.12 range is tougher resistance, lining up with the 100-period moving average on the daily chart. A break above there would weaken the current bearish setup.
Losing $0.9766 support opens the door to $0.926, and potentially $0.764 if selling accelerates.

This SEC proposal won't change prices overnight, but it does add a layer of long-term clarity that markets have wanted for years.
