What Is CFTC Regulation CTX?

CFTC Regulation CTX covers crypto asset transactions, which the agency calls CTXs.

Chairman Michael Selig said in remarks at Fordham Law that they target firms letting retail customers trade crypto on a margined, leveraged or financed basis.

These are retail crypto trading rules for such platforms.

What is CFTC Regulation CAM? It would create crypto asset markets, a new sub-category of designated contract market registration built only for CTXs.

CFTC crypto asset market registration would follow tailored core-principle rules, Selig said.

What Does CFTC Regulation CTX Mean for Crypto Exchanges?

Selig called it a federal option, not a mandate:

  • Exchanges already registered as a designated contract market could offer CTXs under tailored rules.

  • Others could register as a designated contract market or CAM.

  • A proof-of-reserves duty is contemplated for exchanges holding customer property in omnibus accounts.

  • Delivery to a non-custodial wallet within 28 days would generally satisfy the actual delivery exception.

Is CFTC Regulating Crypto Now?

Partly. Selig said the commission already holds anti-fraud and anti-manipulation authority over spot exchanges, while platforms offering margined, leveraged or financed retail trading must register with it. Only Congress can mandate registration for all.

He added that he was disappointed Congress failed to deliver the Clarity Act, a crypto market structure bill.

The Michael Selig CFTC crypto plan relies on existing Commodity Exchange Act crypto authority instead, aiming for a uniform national regulatory framework.

CFTC Crypto Rules vs SEC: What Differs?

Selig noted the SEC proposed Regulation Crypto Assets for offerings of investment contracts involving crypto assets. CFTC crypto rules explained here focus on retail leveraged trading and its exchanges.

CFTC Crypto Regulation Comment Period 60 Days: How to Submit?

Readers asking how to submit comment on CFTC crypto rules must file in writing. Comments will appear on Regulations.gov.

The CFTC public comment period runs 60 days from Federal Register publication, so the Federal Register comment period has no confirmed closing date yet.

CFTC ANPRM crypto meaning is simple: a request for input, not a final rule. CFTC crypto rulemaking news today is that the commission seeks comment on:

  • Preventing abusive practices under one national regime.

  • Crypto-specific context on industry best practices.

  • Codifying the crypto asset market category.

The agency framed it around consumer protection in crypto, citing FTX.

Expert View: What Could the Notice Mean?

Analysts may read the notice as a test of whether exchanges prefer the federal option over state licensing.

The outcome depends on public comments and any later rule, and price impact stays uncertain. Those following crypto news should watch the Federal Register date.
