Governance Turmoil Hits Ethereum L2 Scroll Amid Leadership Shakeup

The Ethereum L2 Scroll is encountering governance challenges following a series of high-profile leadership resignations. This sudden shakeup has prompted Scroll to announce a temporary pause in the platform's activities, raising concerns about the platform’s future trajectory.

According to key figures within the project, a governance restructuring is underway, aiming to redefine Scroll's path forward amidst this tumultuous period.

Leadership Shakeup Leads to Activity Pause

In a recent development, Ethereum L2 Scroll DAO has hit the pause button on its operations following a wave of resignations from key leaders. This has left the project’s future shrouded in uncertainty.

Addressing the matter, community representative Olimpio shared an X post. Olimpio confirmed the company’s decision to “pause” activities. He wrote, “They don’t want to say “STOP”/”Dismantle” governance, they want to say “PAUSE”.”

While existing proposals remain active on the platform, there's a big question mark over how they'll be processed moving forward. This includes important initiatives like forming a regulatory council, recognizing contributions, managing the treasury, and conducting a timelock test.

Eugene Chen’s Departure

One of the notable leaders who left the Ethereum L2 solution is Eugene Chen. Chen is an important leader within the regulatory structure. He resigned earlier this week because he wants to reduce his involvement in the firm’s management. He also has fundamental disagreements with the project’s direction.

During his departure, Chen added that he could not “in good faith stay at Scroll” given the current direction, underscoring his inability to align with the team’s vision. He added,

While there isn’t any clarity at the moment on where governance at Scroll is headed, the mandate of minimizing governance and slowing down if not halting progressive decentralization is not something that I intend to support.

Proposals Unfinished

Significantly, the recent incidents within the Ethereum L2 Scroll have put several key proposals on hold. These pending initiatives include forming a council, recognizing contributions for the May-December 2025 cycle, a treasury management request for proposal, and a timelock test.

Co-founder Haichen Shen indicated that the structure is undergoing a "redesign," though specifics and timelines remain vague. Raza, another team member, highlighted the difference between a "pause" and a complete "stop." He pointed out the confusion about the future of operations. 

Jamilya K, another team member, expressed her disappointment about the resignations and the resulting halt. She said, “I joined this space back in 2016 because I saw it as a way to resist the status quo.”

The leadership's repeated mentions of governance as an "experiment" have led to speculation about possible changes toward a more centralized model or major restructuring. This leaves delegates and community members uncertain about the upcoming process and how much the community will be involved in decision-making.
