The European Union adds crypto exchange HTX to its Russia sanctions list. Starting August 23, 2026, European Union persons and firms won't be allowed to transact with the platform.

This round of EU HTX sanctions comes through Council Decision (CFSP) 2026/1849, adopted on July 23, 2026.

  • The EU listed "HTX (HUOBI GLOBAL SA)" as a third-country crypto service provider accused of significantly frustrating Russia sanctions.

  • The restriction takes effect August 23, 2026, and bars European Union operators from engaging directly or indirectly in transactions with the exchange.

  • This is a transaction ban, not a full asset freeze. Eligible EU, EEA, and Swiss users can apply for authorization to withdraw funds or close accounts, but only within three months of the ban taking effect.

  • Other platforms listed alongside the exchange in the same package include EXMO, Rapira, BitPapa, Aifory Pro, WhiteBird, NoOnecrypto, and Exnode, all effective the same date.

  • The European Union also created a broader mechanism letting it ban crypto platforms based in any third country that repeatedly fails to stop sanctions evasion, though no country has been added to that list yet.

Why HTX Was Targeted

This isn't the EU's first move against the exchange. The UK already sanctioned Huobi Global S.A. back in May 2026 over alleged support for A7 Limited Liability Company, a Russia-linked payments firm

There's an odd wrinkle here, though the EU's legal filing names HTX (HUOBI GLOBAL SA) directly, while an spokesperson had said after the UK action that Huobi Global S.A. was actually a distinct entity from the exchange.

This sanctions push also lands alongside the European Union broader crackdown on unlicensed crypto activity under its MiCA regulation.  

Other key background points:

  • Two days before the EU's move, blockchain intelligence firm TRM Labs reported that It had been rotating its hot wallets and funding addresses across TRON, Ethereum, BNB Smart Chain, and Solana following the UK sanction, a pattern that can make static sanction screening less effective.

  • It rejected that framing, telling the wallet activity reflected "routine, security-driven platform operations common across the industry."

  • It was founded as Huobi in China in 2013 and remains closely associated with Tron founder Justin Sun, who serves as an adviser to the exchange.

User Impact

These EU HTX sanctions carry a clear deadline. Anyone in the EU, EEA, or Switzerland holding funds on the exchange should plan to withdraw or close accounts well before August 23, since normal transaction access ends that day. 

Want an authorized withdrawal instead? That application has to go in within three months of the ban date. 

Firms doing business with the exchange face their own risk too. Keep transacting past the deadline, and they could be breaching EU sanction law themselves.

Conclusion

These EU HTX sanctions fit a bigger pattern. The West keeps coordinating against exchanges accused of helping Russia dodge restrictions, and this follows right on the heels of the UK's earlier move against the same entity. 

There's also a new tool sitting unused: a broader third-country mechanism the crypto regulation just built but hasn't applied to any jurisdiction yet. That suggests more exchange-level, or even country-level, action could still be coming.
