Russia's largest bank is moving from pilot to policy. 

Popov said Sberbank will first adapt its existing lending products to the new legal framework, then gradually widen its digital asset offerings, starting with Bitcoin-backed loans. 

Ethereum and Tether's USDT are planned next, but only once the Bank of RUS formally permits their public circulation, a condition that has not yet been met as of this writing.

In December 2025, the bank closed a pilot corporate loan for RUS mining firm Intelion Data, using self-mined cryptocurrency as collateral.

The Bank of Russian proposed Bitcoin, Ethereum, and USDT for public exchange trading on August 11, 2026, based on market cap, trading volume, and five years of pricing history abroad, according to the regulator's statement carried by TASS. Bitcoin already qualifies for banking products; ETH and USDT still need that clearance.

Direct answer: President Vladimir Putin signed Russia's digital asset law on August 4, 2026, effective September 1. 

It legalises crypto as loan collateral and lets Financial Institution build regulated crypto-backed lending, but Digital Currency still cannot pay for goods or services inside Russia.

Non-qualified retail investors face an annual cap of 300,000 rubles (about $3,632) worth of crypto per licensed intermediary and must pass a risk-awareness test before trading. 

Qualified investors face no such limit. Sberbank's own management reported 110.6 million retail clients at the end of Q2 2026.
