Layer 0 (L0) refers to the foundational infrastructure layer that exists beneath Layer 1 blockchains — providing the cross-chain communication protocols, shared security frameworks, and interoperability standards that allow multiple sovereign blockchains to connect, communicate, and transfer value between each other.
