In an MSCI announcement dated October 15, 2026, the index provider confirmed that non-operating companies will become ineligible for its Global Investable Market Indexes.
The August consultation is now policy, and MSCI index exclusion becomes a live question for Strategy (MSTR). The rules apply from the November index review, and MSCI will publish the final list on November 11.

The Block said the rules could lead to the company being excluded. Earlier test results also showed that three firms, including Strategy and Metaplanet, would have been deleted. This is a key item in crypto latest news.
Funds, business development companies, and other passive vehicles were already ineligible. The new MSCI non-operating company rules extend that to issuers with similar traits, found through quantitative screens. MSCI index exclusion now depends on those screens.
The rules also end interim steps announced on Oct. 10, 2025. Those targeted companies with digital assets at 50% or more of total assets, froze share-count increases and deferred index additions.
A core screen first checks whether an issuer holds substantial operating assets. Those that fail face five financial ratios that apply across industries.
A security becomes ineligible when flagged on four or more. Exact thresholds sit in Appendix I of the methodology.
Buffers limit turnover. A current constituent leaves only after failing the screen in each of its two most recent annual filing periods. A non-constituent is blocked if it fails in either one. MSCI may also use the latest interim filing.
Filings therefore decide any Strategy index exclusion outcome. The company has argued that it is an operating firm with a software business, and it criticized the proposal in August. Those are company claims, not MSCI findings.
The screen names no asset, yet it reaches many bitcoin treasury companies that hold large balances relative to their operations. Metaplanet index exclusion appeared in the same August test as the company.
Tesla bitcoin holdings sit beside a large operating business, which is the profile the first screen measures.
Index removal does not delist a stock or force a bitcoin sale. Selling would come from funds that track the index. JPMorgan earlier estimated about $2.8 billion in passive selling of MSTR shares if Strategy were excluded.
The final MSCI index exclusion list arrives November 11 with the review announcement, and changes take effect at the close of November 30, 2026. A list of potentially affected constituents already sits on the MSCI index consultations page.
The data suggests MSCI index exclusion hinges on the two-filing rule as much as the headline. A company can appear on the list and still stay in the index. The main uncertainty remains which firms tripped four of five ratios in their latest reports.
Funding is a second variable. Lower index demand could make capital raising harder for treasury firms, and any BTC price outlook remains an estimate. How passive funds position before the effective date is unconfirmed.
The MSCI index exclusion decision moves the debate from proposal to process. Strategy and Metaplanet now wait for the November 11 list, and filing-based rules leave room for different outcomes.
Corporate bitcoin holders keep appearing in crypto news today coverage, and the list will feed the next round of crypto news updates and cryptocurrency news.
