Regen Financial says it reviewed 100% of DataCo's Work Order population for both periods, tracing each order back to a corresponding cash receipt. 

The $4.52 million gap between reported and substantiated revenue is attributed to two factors: work still in progress that hadn't yet been invoiced under long-term contracts ($2.75 million), and invoices already issued where payment was still pending, largely due to standard 60-day payment terms ($1.78 million).
