ICE Hyperliquid Perps: US Traders May Soon Get Regulated 24/7 Access

On 29 October 2026, Intercontinental Exchange and Trade [XYZ] announced a definitive agreement to bring Trade [XYZ]'s perpetual markets onshore in the United States.

The plan, which this article calls ICE Hyperliquid Perps for simplicity, is still subject to regulatory approvals. Here is what the official announcement says, explained in plain words.

What the Companies Announced

According to the official press release, the two companies will work to move perpetual markets into a U.S.-regulated structure.

Intercontinental Exchange will be the exclusive operator of Trade[XYZ]’s regulated markets, and it is also making a strategic investment in Trade[XYZ].

Put simply, ICE Hyperliquid Perps would combine the experience of Trade[XYZ] in deploying markets on Hyperliquid with the exchange, clearing, and regulatory capabilities of Intercontinental Exchange.

The release describes Hyperliquid as one of the largest decentralized derivatives trading platforms.

The company says its minority position in Trade[XYZ] is not expected to have a material effect on its 2026 adjusted financial results, capital return, or deleveraging plans. No launch date was given in the release.

How Perpetual Contracts Work

Many readers may be new to this product, so a simple explanation helps. It  explains that a perpetual contract never expires and does not lock in a price for a future date.

Instead, it gives short-term exposure to a market. Trade[XYZ] already offers eligible users outside the United States round-the-clock access to perpetual contracts linked to equities, equity indices, commodities, and currencies.

Hyperliquid provides the base infrastructure, while Trade[XYZ] designs the products that customers want to trade, as explained in the same release.

What ICE Hyperliquid Perps Mean for Traders

The new market is meant for retail traders who want short-term, around-the-clock exposure across crypto, equities, commodities, foreign exchange, and other real-world assets.

The calls this group fast-growing and currently underserved by U.S.-regulated venues.

Access will come with checks. Once approvals are obtained, customers are verified under Know Your Customer and Anti-Money Laundering. Laundering rules are expected to be traded through futures commission merchants that join the platform.

The companies also plan to seek the approvals needed to support leveraged trading. Key points for traders:

  • Trading is planned to be regulated and KYC/AML compliant

  • Access is expected through brokers and platforms that retail traders already use

  • Leverage depends on regulatory approval, and no limits were announced

  • Nothing is live yet, since every step is subject to approvals

The other company also shared its own view in the release. It said it was built to bring the world’s most important markets on-chain and open around the clock and that Intercontinental Exchange brings the regulatory, technological, and market expertise needed to achieve that goal in America.

Why the Retail Business Stays Separate

Intercontinental Exchange says the retail business will run through a separate, dedicated market and clearing structure.

In its words, the existing institutional futures and clearing franchise will keep serving commercial hedgers through traditional futures, price discovery, and centrally cleared settlement.

The release adds that those hedgers and institutional customers bear no exposure to the trading or counterparty risk of retail traders on the new platform.

The company also explains why it sees an opening. Its participation today is more than 99% institutional, so retail is described as a new and incremental opportunity.

CEO Jeffrey Sprecher said the company sees perp markets as “additive to our futures markets, not a replacement for them.”

The OKX Link and What Comes Next

It says Intercontinental Exchange made a strategic investment in OKX earlier this year.

Their joint venture is meant to connect OKX’s global retail customers to markets operated by Intercontinental Exchange, and Trade[XYZ]’s regulated perpetual contracts are expected to be offered through it.

However, this channel has its own pending approvals as a U.S.-registered broker-dealer and futures commission merchant.

Conclusion

The announcement is a notable step toward regulated, around-the-clock perpetual trading for U.S. retail users.

Still, ICE Hyperliquid Perps remain a plan rather than a live product, and the final shape will depend on regulators.

Readers should follow the official ICE press page for confirmed updates and avoid acting on rumors.
