Whale wallets holding between 100,000 and 100 million coins grew their stacks by 2.8% over the past five weeks, according to Santiment data. Retail wallets did the opposite, shedding 5.2% in the same stretch.

That gap matters. The altcoin has tended to follow its biggest holders more than its smallest ones.

Is XRP Bullish or Bearish Right Now?

The chart is sending two different messages at once, and that's part of why traders seem stuck.

On the bearish side, the coin sits below its 50-day, 100-day, and 200-day exponential moving averages. Losing all three at once is not a small thing. It means buyers have lost ground across short, medium, and long time frames, and those same averages now act as overhead resistance.

On the bullish side, the altcoin recently broke above a descending trend line that had capped rallies for months. That's the kind of move that gets attention, since it suggests buyers are finally pushing back against the downtrend.

But one broken trend line isn't proof of a reversal. The token also printed a Doji candle on the daily chart yesterday, a pattern that usually signals indecision rather than direction.

Why Are XRP Whales Buying Right Now?

Blockchain data from Santiment shows addresses holding 1 million to 10 million coins added close to 70 million tokens in a single week. That pushed total whale holdings in that bracket up to 3.83 billion coins.

Large holders tend to accumulate when prices are calm rather than chasing a pump, so steady buying during a sideways stretch is often read as a longer-term bet rather than a short-term flip.

There's a supply-side signal too. CryptoQuant data points to $XRP balances on Binance hitting a five-month low. Fewer coins sitting on exchanges usually means less supply ready to hit the sell button, which can ease near-term selling pressure.

What Is Happening With the XRP Ledger and RLUSD?

Ripple's ecosystem push continues alongside the price action. The XRP Ledger, often called XRPL, has now crossed 1 million agentic transactions, meaning AI agents are using $XRP and Ripple's stablecoin RLUSD to pay for data and computing through the x402 protocol. 

RippleX's engineering lead expects that number to reach 100 million within a couple of years.

Binance has also rolled out an XRP rewards campaign tied to RLUSD, which could bring more users into contact with Ripple's stablecoin and, by extension, XRP itself.

A push through $1.20 with volume would go a long way toward calming the bearish signal from the moving averages. Falling back under the broken trend line, on the other hand, would raise the odds of a bull trap.

XRP News: Clarity Act Prediction From Ripple's CEO

In the latest XRP news, Ripple CEO Brad Garlinghouse has pushed lawmakers to move forward with the Digital Asset Market Clarity Act, saying the industry cannot afford to wait for a flawless version of the bill.

He raised the point on X, backing an earlier comment from Ripple Chief Legal Officer Stuart Alderoty, who said lawmakers should not let the search for a perfect bill block a piece of legislation the industry badly needs.

The Clarity Act is meant to spell out which digital assets count as securities and which count as commodities, a question that has caused years of legal fights between crypto firms and U.S. regulators. 

Garlinghouse's comments come as political disagreements continue to slow the bill's progress in Congress.

A clearer regulatory framework could matter for $XRP specifically, given Ripple's own multi-year legal battle with the SEC over whether XRP sales counted as securities transactions.

Investors watching $XRP price action are also keeping an eye on this legislative process, since regulatory clarity is often viewed as a factor that can support long-term demand.

Will XRP Price Hit $1.30 Next?

Nobody can say for certain where the coin goes from here, and anyone promising a guaranteed number should be treated with caution. What can be said is that the setup is genuinely mixed.

Whale accumulation and shrinking exchange supply lean bullish. Multiple broken moving averages and a Doji candle lean cautious.

If it holds above $1.10 and clears $1.20 on strong volume, the $1.30 zone becomes a realistic next stop. If it slips back under $1.08, the breakout narrative weakens, and a retest of $1.05 becomes more likely.
