Binance Hack Shock: $4.91B Outflows and $100M XRP Transfers Alarm

The Binance hack shock has rattled the whole crypto market.

According to the exchange’s first security notice, about $6.3 billion in token assets was affected, and roughly $3 billion was frozen on-chain.

Since then, the story has moved quickly. Company funds are replacing the losses, withdrawals have restarted in phases, the FBI has named a suspect, and Washington is debating what comes next. Here is every verified update, in order.

How the Losses Are Being Covered

The exchange says users will not bear the loss. The co-CEO letter reports more than $6.34 billion set aside from company funds, including $5 billion held in the exact stolen tokens, or about 80% coverage.

The Recovery notice raised that to 90% and to about 95%. The remaining 5% sits in less liquid tokens outside the top ten, which take longer to buy at scale.

Funding comes from the SAFU emergency fund, part of the futures insurance fund and the corporate treasury.

SAFU was created in July 2018 and is held by a regulated custody entity in Abu Dhabi.

The company plans to refill it to about $1 billion. The ten tokens fully backed are BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC.

Withdrawals Reopen and Outflows Appear

November 1, between 06:00 and 09:00 UTC, with 15 networks including BTC, ETH, BNB, Smart Chain, Solana, XRP, and Base.

Deposits were never affected, and users may see delays while more networks are added.

The exchange then said that it processed $4.65B in withdrawals and $1.01B in deposits between 06:00 and 15:30 UTC. That is a net outflow of $3.64B, or 2.1% of $171B in assets.

Proof of reserves is the next checkpoint. The snapshot was taken on October 31 at 00:00 UTC, and the full zero-knowledge proof takes about 40 to 50 hours, so expect it by Tuesday, November 3 UTC.

In simple terms, holders of the ten major tokens will be able to check that their own balances are at least 1:1 backed.

For anyone tracking the Binance hack shock, outflow numbers differ by source.

A BankXRP post cites $4.91B leaving in 24 hours, weekly net outflows of $13.71B, and a drop of about 20,300 BTC in reserves.

FBI Attribution and On-Chain Movements

The FBI says North Korea was responsible for stealing more than $6 billion in virtual assets on or about October 29 and calls the activity "TraderTraitor."

The agency, together with the USSS and IRS-CI, says it has seen the actors converting stolen assets mainly into Ethereum.

It urges THORNode operators, RPC node operators, instant exchanges, and DeFi services and analytics firms to block transactions tied to the addresses it lists.

On the XRP side, Whale Alert flagged two transfers of 40,000,000 XRP each, worth $50,444,880 and $50,456,669.

Both went from wallets it tags with the incident’s name to an unknown wallet, for about $100.9 million together.

Washington Reacts: CLARITY Act and CFTC

The Binance hack shock also reopened the CLARITY Act debate. Sen. Cynthia Lummis says thieves took more than $6 billion in under four hours, which she calls the biggest heist in history.

She argues the bill would have given crypto firms legal cover to freeze suspicious transactions the moment law enforcement calls, adding that every minute lost is money gone for good.

According to the BSCNews post, CFTC Chair Michael Selig said offshore platforms lack safeguards found in regulated US markets and argued the incident supports the agency’s proposed crypto framework.

These are the officials’ positions, and whether the bill would have changed this outcome remains their argument, not an established fact.

Conclusion

The Binance hack shock is now moving from crisis to recovery, but open questions remain.

Coverage stands near 95%, withdrawals are returning in phases, the zero-knowledge proof of reserves is due by November 3, and the technical post-mortem is still pending.
