Ethereum Decoupled Consensus Draft Targets Fast and Strong Security

According to GitHub, a draft called “Decoupled Consensus” appeared in the Ethereum EIP repository on October 22. It proposes separating Beacon Chain head voting from finality proof voting.

The authors say this could improve fork choice security and shorten the time needed to finalize blocks. It could also prepare the network for post-quantum cryptography.

Francesco D’Amato, Roberto Saltini, Yann Vonlanthen, Mikhail Kalinin and Ben Edgington co-authored it. The draft is early, many details are open, and it has not been merged. The authors mainly want an EIP number for now.

BitMine Nears Its 5% ETH Holding Cap as Tom Lee Signals

Speaking at TOKEN2049 Crypto Event, Tom Lee of Fundstrat said BitMine will cap its holdings at 5% of the total Ethereum token supply and stop buying once it gets there. He said Vitalik had earlier suggested that limit. BitMine holds about 6 million tokens, or 4.9% of supply, so it needs roughly 100,000 more. Lee said the plan was meant to take five years but finished in just over a year, all during the bear market.

Investors may watch BitMine’s buying pace, but a company holding policy is not a guaranteed price signal. Lee’s forecasts are often optimistic, so focus on his reasoning, not his targets.

Ethereum Whales Buy More ETH as BTC-to-ETH Rotation Continues

Lookonchain reported that wallet 0x4A85 withdrew 10,954 ETH (26.97M) from Kraken and staked it after four months of inactivity.Wallet 0xdeA6 pulled 9,000 tokens (22.42M) from Binance and deposited it into Aave. Another wallet, 0xD338, withdrew 4,500 tokens ($11.29M) from Binance.

EmberCN reported that BTC-selling whales and institutions sold 246.2 BTC ($20.36M) and bought 10,636 ETH in the past day. Since October 11, they have sold 1,847.3 BTC for about 153 million USDC and bought 63,731 ETH at an average price near $2,400.

Staking, exchange withdrawals, and lending deposits point to different strategies. None of them confirms where the price goes next.

Vitalik AI Security Warning Raises Questions About Ethereum

Vitalik Buterin responded to the debate over AI helping to find a serious PHP security flaw. He said he never predicted that defense would automatically beat offense. He expects security to favor defenders in the long run, but the transition will be hard. Researchers finding bugs before hackers do is not enough, he argued. Deeper changes such as formal verification and a smaller trusted computing base are needed. He also called for over 1% of GDP to go toward cybersecurity, biosecurity and physical-world protection. The PHP flaw is not reported to affect Ethereum directly.

SSV Labs Funding Proposal Puts Network Maintenance

SSV Labs submitted DIP-59 on October 21. Citing market conditions and the DAO’s finances, it plans to shift from new products to maintenance, security and Ethereum upgrade support through June 2027. The third DIP-31 tranche of about 1.736 million SSV remains unpaid. The proposal asks for 1.5 million USDC for 2026 and 2.7 million SSV for the first half of 2027, under set terms. These are proposed arrangements, not approved payments.

Ecosystem Developments to Track

  • Oct 21, 2026: SSV Labs submits DIP-59 with a reduced roadmap.

  • Oct 22, 2026: The consensus draft appears, and whale moves and BitMine’s cap draw attention.

  • Q4 2026: SSV’s proposed work covers the expected Glamsterdam fork and checkpoint sync. Timing depends on Ethereum schedule.

  • Jan to Jun 2027: If DIP-59 passes, a maintenance period runs to June 30, 2027.

Conclusion: What Ethereum Investors Should Watch Next

Three things matter most in the coming weeks: progress on the Decoupled Consensus draft, how BitMine handles its cap, and whether whale buying continues.

SSV governance and security research are slower factors. Wallet activity alone cannot call a bullish or bearish trend, so keep following Ethereum News for confirmed updates.
