This EU Crypto Regulation report covers two stories that matter to traders, banks, and crypto firms. Qivalis, a euro token project backed by 37 banks, has won a licence from the Dutch central bank.
Meanwhile, France is weighing a 31.4% capital gains tax on certain crypto-to-stablecoin swaps. Neither story is a finished EU-wide policy change. One is a licensing step, and the other is still a proposal.
Here are the key points in this round of EU Crypto Regulation News:
Qivalis has secured a Dutch electronic money institution licence.
Its euro-denominated token is planned for the coming months, subject to further requirements.
France is considering a 31.4% tax measure on specified crypto-to-stablecoin conversions.
The French tax proposals have not become law.
According to official press release, it has obtained an electronic money institution licence from the Dutch central bank. The licence lets the group move toward issuing euro-denominated electronic money tokens, known as EMTs. It does not mean the token has launched.
Qivalis must still meet requirements under the EU’s Markets in Crypto-Assets Regulation, known as MiCA. It must also publish a white paper before issuance. The company plans to start in the coming months.
The token will not go straight to consumers. Banks, crypto exchanges, and payment service providers will distribute it. Qivalis has also chosen Fireblocks to provide its digital asset infrastructure.

Qivalis has the support of 37 major European banks. Named backers include BBVA, BNP Paribas, ING, and DZ Bank. Because banks and payment firms will handle distribution, the token could fit into existing payment flows and digital asset markets.
A bank-backed euro token may appeal to firms that want regulated settlement tools. Still, backing is not a guarantee. Adoption, liquidity, and commercial success stay unproven until the token is live and in use.
The French Parliament is reviewing the 2027 budget. One proposal would bring conversions of crypto into MiCA-regulated stablecoins under the 31.4% capital gains tax. The proposed start date is January 1, 2027.
This is a proposal, not current law. It also does not mean every stablecoin transaction would be taxed at 31.4%. The measure targets specified conversions.
Chainalysis France CEO Francois Volpoet warned that the plan could backfire. Traders might move to stablecoins outside EU crypto rules or use offshore channels that are harder to monitor.
The Finance Committee also backed two other ideas. One would require declarations for self-custodial wallets holding at least €100,000. The other would bring crypto assets under exit-tax rules.

These two stories are not one policy decision. They touch different parts of the market. Qivalis's payment infrastructure, while the French plan is about taxation. This table keeps the EU Crypto Regulation News clear.
| Comparison point | Qivalis | France’s tax proposal |
| Main development | Dutch EMI licence secured | Crypto tax amendments under review |
| Primary focus | Euro-denominated EMT issuance | Tax treatment of specified stablecoin conversions |
| Current status | Licence secured; token issuance pending further steps | Proposed measures; not yet law |
| Next milestone | MiCA-related requirements and white paper | Further parliamentary consideration |
| Potential impact | Institutional euro-token distribution | Possible changes to traders’ tax obligations |
This timeline shows where the French EU Crypto Regulation News stands today.
Oct 7, 2026: The Finance Committee passed the relevant crypto tax amendment.
Oct 9, 2026: The committee backed self-custodial wallet declarations and exit-tax treatment of crypto assets.
Oct 14, 2026: The measures remain proposals and are not law.
Oct 20, 2026: A vote on the budget revenue section is expected. The outcome is unknown.
Jan 1, 2027: Proposed start date, but only if the measure is enacted as proposed.
The committee earlier rejected the government’s revenue section by 31 votes to 3. That means the crypto amendments must return to the full National Assembly for another look.
Two things matter next. Qivalis still needs to meet MiCA requirements and release its white paper before any token appears. In France, the budget process decides whether the tax plan survives.
Neither the euro-token launch nor the tax measures are confirmed. Follow official announcements and parliamentary decisions for updates on this EU Crypto Regulation News story.
