The crypto market slipped about 1% in the last 24 hours, falling to $2.16 trillion. Traders are watching the CLARITY Act closely as the White House prepares to review a new ethics proposal this weekend.
Bitcoin, Ethereum, and XRP all traded lower on July 31. The mood is cautious. Many investors are waiting to see if lawmakers can move the bill forward before the summer recess.
President Trump is expected to review a bipartisan ethics proposal tied to the CLARITY Act this weekend. His response could decide whether Senate leaders push the bill toward a cloture vote next week.
Lawmakers have just six days left before they leave Washington for summer break. That adds pressure to an already tense negotiation.
The compromise on the table would let state attorneys general challenge the Justice Department over federal ethics rules that go unenforced.
This is a point Democrats have raised, and addressing it could help revive a bill that has been stuck for weeks.
Even with more agreement on digital asset market rules, the bill still needs 60 votes in the Senate. That means at least seven Democrats would need to join Republicans for it to pass.
A nod from the White House would open the door for more bipartisan support before the August break begins. The bill could shape how institutions handle tokenized assets, stablecoins, and exchanges going forward.
Prediction markets are not confident. Data from Polymarket puts the odds of the CLARITY Act becoming law in 2026 at just 28%.
That number has already dropped 38% from earlier levels, showing growing doubt that disputes get resolved before recess.
This uncertainty is expected to keep Bitcoin, Ethereum, and XRP prices choppy as traders wait for clearer signals from Washington.
Asset | Price | 24h Change | Key Support | Key Resistance |
Bitcoin (BTC) | $63,036 | -1.18% | $63,000 | $65,000 / $67,000 |
Ethereum (ETH) | $1,866 | -1.23% | $1,850 | $1,930 / $2,000 |
XRP | $1.067 | -1.40% | $1.05 / $1.00 | $1.10 / $1.13 / $1.20 |
Bitcoin is hovering near the $63,000 support zone. Holding here could set up consolidation before another try at $65,000. Stronger buying could even push it toward $67,000.
A clean break below $63,000, though, opens the door to $61,500 and possibly $60,000 if selling continues.
Ethereum is sitting close to $1,850 support. If it stays below that level, the path may lean toward $1,750, or $1,650 if sellers stay in control.
A daily close above $1,930 would change the tone. That could open a path toward $2,000 and $2,100.
XRP fell to $1.067. A 4-hour close above $1.10 is the first sign bulls need to show strength. A move past $1.13 would support a broader case for a bigger reversal, with $1.20 as a next target.
Another failed attempt near $1.05 could lead to more selling, with $1.00 as the first line buyers have defended before.
As per the Data, XRP ETFs kept their inflow streak going on July 31, with $7.69 million in new money entering the funds. Total inflows since launch now sit at $1.51 billion, with net assets near $988.78 million.
Bitwise led XRP fund inflows with $7.12 million, and Franklin Templeton added $576,520.
Bitcoin ETFs told a different story. Spot Bitcoin funds saw $265 million in net outflows on July 31, with BlackRock's IBIT alone losing $123 million.
Spot Ethereum ETFs posted modest net inflows of $9.03 million, even as some BlackRock Ethereum products recorded losses.
These mixed flows suggest institutional demand is still uneven across the three assets, with XRP drawing more steady interest while Bitcoin faces short-term pressure.
The biggest catalyst remains the CLARITY Act review. A positive signal from the White House could lift sentiment across Bitcoin, Ethereum, and XRP.
On the other hand, another delay or a stalled vote could add to selling pressure, especially with lawmakers running out of time before recess.
Traders are also watching broader macroeconomic conditions, which continue to weigh on risk assets like crypto.
