On July 28, the Senate voted on confirming Jay Clayton as Director of National Intelligence. Right after, lawmakers moved to the Lindsey O. Graham Sanctioning Russia Act of 2026.
Thune said the Senate is close to confirming nearly every pending nominee. He also confirmed the GOP is still working through its own agenda alongside these votes.
That leaves the Clarity Act stuck behind other priorities. A vote before the August 8 recess now looks unlikely.
